It's hard for African-Americans to get published. The publishing world is overwhelmingly a white world. When an author presents an idea to an editor who is unfamiliar with that culture, then the editor will often feel that it has no value. They have to be made to realize that money-making properties are not being published because some of their editors lack the foresight to recognize those works.
